Description

The NCDOT proposes to widen approximately 2.4 miles of Aviation Parkway (SR1002) from Chapel Hill Road (NC 54) to Gateway Center Blvd, just west of I-40, in Morrisville, NC. The existing roadway will be widened to a four-lane, median-divided roadway with bicycle and pedestrian facilities. The stated purpose of this project is to address congestion issues and to improve safety along Aviation Parkway.

The Aviation Parkway Widening Project proposes:

  • Widening the existing Aviation Parkway to a four-lane, median-divided roadway
  • Adding a 10-foot multi-use path on the south side and a 5-foot sidewalk on the north side
  • Reconfiguring the intersection of Aviation Parkway and NC 54 to include a quadrant-loop intersection that will eliminate left turns
  • Shifting NC 54 slightly to the east to create a greater separation between the railroad and roadway

The NCDOT states that the primary purpose of this project is to reduce congestion on Aviation Parkway and improve the level of service in the design year (2050) peak hours along the corridor and at signalized intersections. Another stated purpose of this project is to improve east-west mobility through Morrisville and to I-40 and I-540/NC 540.

With adjacent recently completed projects in conjunction with U-5811, the Aviation Parkway/Morrisville Carpenter Road corridor will be a 4-lane median divided arterial road from Davis Drive to Brier Creek.

Business and Homeowner Concerns

Residential and commercial property owners along the project path should prepare for the NCDOT’s eventual offer and for modifications and interruptions that are likely to follow. There may be surveyors and right-of-way agents analyzing area properties at any time. And, depending on what the NCDOT needs, there is potential for both homeowners and businesses to suffer significant losses of property.

Homeowners may find traffic uncomfortably close, their entry/exit paths altered, their yards drastically reduced, or even having their homes no longer conform to the county’s setback standards. Commercial properties may lose valuable parking, have modified entry/exit, or may also suffer from non-conformance after the taking.

There may also be construction easements taken that are “temporary,” which may, in fact, last for years. Property owners should also be extremely vigilant for damage via inverse condemnation. Affected property owners should work to ensure they are compensated fairly.
