Description

The N.C. Department of Transportation (NCDOT) proposes to upgrade Dabney Drive (SR 1162) from I-85 to U.S. 158 Business in Henderson, Vance County. The NCDOT also proposes to upgrade Corbitt Road from US 158 Business to Parham Street and to extend Corbitt Road from Parham Street to I-85.The stated purpose of the NCDOT project ( #U-5890) is to improve mobility along Dabney Drive (SR1162) and enhance pedestrian and bicycle accommodation along the corridor.

The proposed improvements would include:

  • Dabney Drive Eastbound:
    • The proposed typical section along Dabney Drive includes:
      • Two 12-foot travel lanes, both in the same direction
      • A 5-foot sidewalk on both sides of the roadway
      • Curb and gutter along both travel lanes
  • Corbitt Road Westbound:
    • The proposed typical section along Corbitt road includes:
      • Two 12-foot travel lanes, both in the same direction
      • A 10-foot multi-use path on the north side of the roadway
      • Curb and gutter along both travel lanes
  • Peanut-shaped roundabout at Dabney Drive/Dorsey Avenue intersection
  • Intersection improvements
  • Changes in traffic signals along the corridor

Business and Homeowner Concerns

Dabney Drive (SR 1162) is a major transportation artery for the city that gives motorists access to residential, commercial, industrial, churches, and institutional facilities located within the project area. The proposed project may have temporary impacts on access to community facilities. During construction, traffic will be maintained within the existing corridor with temporary shoulder and lane closures. Additional right-of-way and temporary easements are anticipated to be required for construction. There are utilities located in the project area which will be relocated as part of this project.

Residential and commercial property owners along the project path should prepare for the NCDOT’s eventual offer and for modifications and interruptions that are likely to follow. There may be surveyors and right-of-way agents analyzing area properties at any time. And, depending on what the NCDOT needs, there is potential for both homeowners and businesses to suffer significant losses of property.

Homeowners may find traffic uncomfortably close, their entry/exit paths altered, their yards drastically reduced, or even having their homes no longer conform to the county’s setback standards. Commercial properties may lose valuable parking, have modified entry/exit, or may also suffer from non-conformance after the taking.

There may also be construction easements taken that are “temporary,” which may, in fact, last for years. Property owners should also be extremely vigilant for damage via inverse condemnation. Affected property owners should work to ensure they are compensated fairly.
