The Town of Apex is moving forward with two projects to improve and extend Jessie Drive from Ten Road to NC 55, then continuing to intersect with Old Holly Springs Apex Road.The goal is to improve the facilities for all travelers along the road. The Ten Road to NC 55 portion of the project is designed in two phases. Phase 1 is a two-lane road, with turn facilities where needed, from Ten Road to Production Drive. Phase 2 continues by extending the improved two-lane road to NC-55. Eventually, the city plans to extend Jessie the entire length of the project into a four-lane superstreet design.

The two-lane road improvement phases will create a two-lane undivided road with a 10-foot side path on either side of the road between Ten Road and Production Drive, and then a two-lane undivided road extending Jessie Drive from Production Drive to NC 55. Depending on funding, the superstreet improvement would follow, expanding the corridor to a four-lane median-divided road with side paths. Property acquisition for this four-lane plan is expected to be carried out with the initial project.

Unfortunately, the addition of side paths in the near term, and the eventual widening as budget permits, will have serious consequences for property owners in the project’s path.

In fact, more than 40 properties could potentially experience an eminent domain taking for this project, and some properties may lose substantial land. With the accompanying drainage, slope, and utility work, property owners may find themselves uncomfortably close to more traffic and more noise. If commercial properties are impacted, they face even more complex issues.

This project is being funded in phases, and while not an NCDOT project, it does share much in common. Phase 1 is expected to cost more than $5 million, with $650,000 set aside for property acquisition. Phase 2 is expected to cost more than $11 million, with more than $1.1 million set aside for property acquisition.
